Simcha Felder (D-Brooklyn) said the legislation would fine people $1,000 for feeding pigeons. Felder said pigeons damage the city's infrastructure and spread disease. A report his office released also recommended other anti-pigeon measures, such as birth control. In Queens, pigeons are a major problem for Woodside and Sunnyside, where the foraging birds make nests among the steel girders of the elevated 7 train. After lobbying from City Councilman Eric Gioia (D-Sunnyside), the MTA installed an electrified pigeon deterrent device along the underside of the tracks at the 52nd Street station. A single pigeon produces an average of 25 pounds of droppings per year, Felder said, noting the ammonia and uric acids in pigeon droppings can rust steel. But pigeon lovers are crying foul. The New York Bird Club held a bird-feeding rally on the steps of City Hall last Friday to protest the proposed legislation, and many other supporters are speaking out. Johanna Clearfield, a wildlife rehabilitator in New York City, said Felder's report cites outdated sources and that 99 percent of the pigeons she rehabilitates are already starving. "Rehabilitators like myself cannot keep saving pigeons by the dozens only to have them be so at risk as soon as they are set free," she said. Clearfield also said pigeons are a larger part of the city's history than some people realize. Many working-class families kept and raced pigeons in the first few years of the 20th century, she said. "Pigeons are no less worthy of our affection and careful consideration than any of the others, however, they are the easiest target," she said. Lori Barrett, a Brooklyn attorney and pigeon lover, blasted the suggestions in Felder's report. "Victimizing pigeons by interfering with their reproduction, employing hawks to kill them, starving them or restricting their movement on the basis of unfounded fears about health risks, aesthetics, or a child's fright is morally unjustifiable," she said in a written rebuttal of the report.
